As the public housing authority and redevelopment agency for Knoxville and Knox County, KCDC is recognized by the U.S. Department of Housing and Urban Development as a high-performing public housing authority. We steward more than 3,700 municipal units across 20 properties, and oversee the equitable distribution of 4,000 Section 8 vouchers.

Services & Programs

PROGRAM 01

Housing Communities

KCDC Communities offer high-quality, stable, and affordable housing in supportive neighborhood settings. These programs are specifically engineered to accommodate families, elderly, and disabled low-income residents.

PROGRAM 02

Section 8 Vouchers

Administering structural housing assistance to low-income families in the private rental market. This includes specialized Veteran Affairs Supportive Housing (VASH), homeownership paths, and Family Self-Sufficiency programs.

PROGRAM 03

Redevelopment Projects

Acting as the redevelopment arm for the City of Knoxville. We oversee the approval of tax increment financing (TIF), payment in lieu of taxes (PILOT), and urban conservation plans that direct critical investment into the region.
