Since 1936, Knoxville’s Community Development Corporation (KCDC) has served as the public housing authority and redevelopment agency for Knoxville and Knox County. We foster self-sufficiency and economic growth through structured, dignified civic programs.

02 / Housing Assistance

Section 8 Housing Choice Vouchers & RAD transition management.

We administer approximately 4,000 Section 8 vouchers, bridging the gap between low-income families and private rental markets. Through the Rental Assistance Demonstration (RAD) program, we transition properties to a sustainable platform that guarantees long-term public stewardship.

Voucher Distribution

Direct housing assistance payments to private landlords on behalf of qualified participating families.

Specialized Programs

Includes Veteran Affairs Supportive Housing (VASH), Homeownership initiatives, and structured Family Self-Sufficiency planning.

03 / Redevelopment Agency

Catalyzing regional progress and sustainable urban investment.

As the designated redevelopment agency for the City of Knoxville, KCDC partners with local government to drive structural development. We manage projects that reclaim underutilized land, coordinate tax incentives, and preserve the historical integrity of East Tennessee.
